Sudan's SAF and RSF Both Respond to US-Brokered Peace Proposal — RSF Accepts Truce, Rejects Withdrawal

July 12-14, 2026 — Sudan's Security and Defence Council under Gen. Abdel Fattah al-Burhan reviewed and responded to the US-brokered peace proposal advanced by Senior Advisor Massad Boulos (building on the Quad roadmap), asserting it remains the sole authority on war-and-peace decisions. Two days later, the Rapid Support Forces submitted its own formal response: accepting an unconditional three-month humanitarian truce for UN-supervised aid delivery to Darfur, Kordofan, Ed Damazin, and the Nuba Mountains, but rejecting the plan's demand for a phased withdrawal from territory it currently holds in North Darfur and North Kordofan. The split responses left the proposal without a common basis for implementation.
