Putin Says Russia Ready to Negotiate 'On the Basis of the Istanbul Agreements' of 2022

June 23, 2026 — President Putin said Russia was ready to resume talks with Ukraine using the abandoned March 2022 Istanbul draft as the negotiating framework, under which Ukraine would renounce NATO membership and cap the size of its armed forces in exchange for security guarantees. Kyiv considers the 2022 draft outdated given battlefield and territorial changes since then, and Ukrainian officials did not embrace the proposal as a viable starting point. The remark came a day after the fourth call between Putin and Trump this year and reflected Moscow's continued preference for a framework negotiated under different military conditions.
