Lebanon-Israel 45-Day Ceasefire Extension Enters Force; UNIFIL Documents 10,000+ Violations Since April 16; UN Human Rights Chief Warns of IHL Breaches
With the original April 16 ceasefire set to expire May 17, the 45-day extension agreed during Round 3 Washington talks (May 14–15) is now formally in effect, buying diplomatic time until approximately June 29, 2026. However, the ceasefire's formal continuation stands in stark contrast to conditions on the ground: UNIFIL (UN Interim Force in Lebanon) documented over 10,000 ceasefire violations by Israel since April 16 — including approximately 7,500 airspace violations and 2,500 ground violations. The UN High Commissioner for Human Rights issued a warning that some Israeli strikes on residential buildings in southern Lebanon may constitute violations of international humanitarian law. Despite the ceasefire extension, Israel continued airstrikes in southern Lebanon on May 15–16, including a strike on Harouf killing at least 6 people including 3 paramedics, and strikes near Tyre. Lebanon's health ministry reported at least 657 people killed by Israeli strikes since the April 16 ceasefire began. The diplomatic calendar ahead: a security track involving military delegations from both sides opens May 29 at the Pentagon (the first bilateral military-to-military meeting in the process), and the political track reconvenes June 2–3 in Washington. The core impasse persists: Israel conditions IDF withdrawal on Hezbollah disarmament south of the Litani River; Lebanon demands unconditional withdrawal under UNSC Resolution 1701 first. Hezbollah Secretary-General Naim Qassem continues to oppose the Washington direct format and was excluded from extension talks. A historical footnote: May 17 is the 43rd anniversary of the 1983 May 17 Agreement — the last Israeli-Lebanese accord, abrogated within a year under Syrian and Hezbollah pressure — a cautionary parallel for the current process.
