Lebanon-Israel Agree 45-Day Ceasefire Extension After Round 3 Washington Talks; Security Track Opens May 29 at Pentagon; IDF Withdrawal vs. Hezbollah Disarmament Impasse Persists
Round 3 of direct Lebanon-Israel negotiations in Washington (May 14–15, 2026) concluded with a breakthrough: both sides agreed on a 45-day extension of the April 16 ceasefire, announced by the U.S. State Department on May 15. State Department spokesperson Tommy Pigott described the talks as 'highly productive.' Israeli Ambassador Yechiel Leiter called the discussions 'frank and constructive,' framing the dual approach as 'peace as if Hezbollah doesn't exist, security as if peace talks don't exist' — underscoring that IDF withdrawal was explicitly stated as not under discussion before Hezbollah disarmament south of the Litani River. Lebanon's delegation, led by special envoy Simon Karam, continued to insist on unconditional Israeli withdrawal under UNSC Resolution 1701 as the precondition for all other arrangements. The extension opens two distinct negotiating tracks: a security track launching May 29 at the Pentagon (military delegations from both sides); and a political track reconvening June 2–3 in Washington. Despite the formal ceasefire extension, Israel launched fresh air strikes against at least five villages in southern Lebanon on May 16 and issued forced displacement orders for nine villages — consistent with the pattern of strikes that have continued since the April 16 ceasefire took effect. Lebanon's health ministry reported at least 657 people killed by Israeli strikes since the ceasefire began. Hezbollah Secretary-General Naim Qassem maintains opposition to the Washington direct format and was excluded from the talks. The 45-day extension postpones the next critical deadline to approximately June 29, 2026, by which point the dual-track negotiations must demonstrate tangible progress or Lebanon faces renewed risk of full hostilities.
