October Council Report Warns Israel Is Repeating Pre-Oct. 7 'Conceptzia' Failures as Hamas Rebuilds

The October Council, the advocacy group of October 7 bereaved and hostage families demanding a state commission of inquiry, published a report titled 'Strategic Warning: Default 2026' on Monday, August 24, 2026, warning that the IDF's pre-October 7 containment mentality (the 'conceptzia' that assumed Hamas was deterred) has persisted rather than disappeared, merely 'changing shape.' Citing testimony from anonymous IDF lookouts and reservists along the Gaza border, the report says Hamas has not been disarmed and continues to recruit, manufacture weapons, rebuild, and reestablish governing mechanisms in Gaza, while repeatedly testing IDF response times with crossings of the ceasefire 'Yellow Line' — an IDF report leaked in August reportedly recorded 14 violations in a single 24-hour window, 11 of them classified as an evolving threat to forces. The report also says field observers who raise alarms are pressured into silence by commanders who see them as troublemakers, mirroring pre-October 7 dynamics; one soldier's mother told the Council her daughter faced 'threats and silencing' when reporting security concerns. A senior security official cited in the report said Prime Minister Netanyahu 'received more than ten warnings' before October 7 and dismissed them as exaggeration, while another said billions were wasted on 'projects that were fantasies' focused on the Iranian arena as Hamas strengthened in Gaza.
