IDF Publishes First War Crimes Report Since October 7, Opens Criminal Probe Into Hind Rajab Killing

The IDF's Military Advocate-General's Corps published its first landmark war crimes report since the October 7, 2023 attack, first released Wednesday, August 19, 2026 and updated August 20, covering more than 150 investigations into incidents during the Gaza war. Military prosecutors ordered a Military Police criminal investigation into the January 2024 deaths of six-year-old Hind Rajab, her cousin Layan, and family members, plus two Palestine Red Crescent Society paramedics killed trying to reach them — a Maj.-Gen. Offir-led probe found IDF officers monitoring the scene were, at a minimum, grossly negligent in failing to confirm medical responders had arrived before further strikes. A separate criminal investigation was opened into the March 2025 killing of 15 paramedics and first responders traveling in marked ambulances (the 'Islamic Red Crescent' case), with two commanders disciplined despite the IDF linking six of the victims to Hamas after the fact. The report closed the probe into the April 1, 2024 World Central Kitchen strike that killed seven international aid workers without criminal charges, attributing the deaths to surveillance officials misidentifying armed WCK security contractors as Hamas fighters; two related Doctors Without Borders incidents were also resolved, one with disciplinary measures and one closed outright. Overall the review yielded two criminal probes, two disciplinary probes, and one closure, and comes as accountability for October 7-era military conduct becomes a live campaign issue ahead of the October 27 election.
