The announcement of the visit came one day after Kim publicly revealed a third uranium enrichment factory and pledged 'exponential' expansion of the DPRK nuclear arsenal — a signal analysts say Kim intended to send ahead of Xi's arrival, to foreclose any nuclear concession expectations. Separately, the US State Department reaffirmed on June 5 that it 'remains open to dialogue with North Korea without preconditions' and is committed to 'complete denuclearization,' in direct response to Kim's June 3 nuclear escalation speech.
