NATO Pledges €70 Billion for Ukraine, Reaffirms 'Ironclad' Article 5 Commitment at Ankara

NATO's 32 members closed the Ankara Leaders' Summit on July 8, 2026 by pledging €70 billion ($80B) in military aid to Ukraine for 2026, with an equivalent commitment for 2027 — about 30 billion euros drawn from the EU's existing 90 billion euro loan facility and roughly 40 billion euros from individual member bilateral programs. The closing communiqué reaffirmed 'our ironclad commitment to collective defence as enshrined in Article 5 of the Washington Treaty — that an attack on one is an attack on all,' and, notably, was denominated in euros rather than dollars for the first time, underscoring that European allies and Canada now finance the vast majority of security assistance to Kyiv. Allied leaders also credited the Hague 2025 pledge with driving a $139 billion increase in European and Canadian core defense investment since 2025.
