Sheinbaum Signs Constitutional Reform Requiring Single Nationality for President and Governors
On October 7, President Claudia Sheinbaum signed the decree for a constitutional reform amending Articles 82, 116 and 122, under which aspirants to the presidency, state governorships and the Mexico City head of government must hold only Mexican nationality, starting in 2028. The reform had been approved by qualified majorities in both chambers and by 22 state legislatures; PRI, PAN and MC voted against. Dual nationals must renounce the second nationality before registering with the INE, with the procedure to be set by regulation. The 2027 elections are outside its scope. Publication in the Diario Oficial was expected in the evening edition; this was not independently confirmed.
