PAN Wins Baja California — First Opposition Governor
Ernesto Ruffo Appel became Mexico's first opposition state governor when PAN won Baja California. President Salinas chose to accept the result — breaking with decades of PRI fraud — in part to demonstrate democratic credentials ahead of NAFTA negotiations. The victory opened a crack in PRI's monopoly on state power and launched a wave of competitive state elections throughout the 1990s.
