Mexico City Earthquake — Civil Society Awakens

| MX Politics

An 8.1 magnitude earthquake killed at least 9,500 people in Mexico City and left 300,000 homeless. The government's disorganized response led civil society to self-organize without the state — a historic turning point. Brigades of volunteers in neighborhoods like Tlatelolco, Roma, and Tepito became the seeds of NGO culture and independent civic life. Many scholars date modern Mexican civil society to this moment.
