EU Adopts EUR 1.9 Billion Growth Plan for Moldova

The European Commission proposed a Growth Plan for Moldova worth up to EUR 1.9 billion for 2025-2027 on October 10, 2024 — the largest EU financial support package for Moldova to date, combining EUR 385 million in non-repayable grants with up to EUR 1.5 billion in concessional loans under a Reform and Growth Facility. Disbursement is conditional on Moldova meeting reform benchmarks agreed in a bilateral Reform Agenda; by 2026 Moldova had unlocked roughly EUR 504 million under the facility, underpinning the country's response to the energy shock from the loss of Russian gas transit.
