The Ayotzinapa Truth Commission, led by Alejandro Encinas, issued its most comprehensive report declaring the disappearances a 'crime of state' (crimen de Estado). The report documented coordination among Iguala municipal police, Guerreros Unidos cartel, and elements of the federal government and military.
