Central Bank of Libya Governor Naji Issa Meets Bank of England Governor Andrew Bailey in London
Central Bank of Libya (CBL) Governor Naji Issa met Bank of England Governor Andrew Bailey at Bailey's London office on Wednesday, September 17, 2026, as part of a wider London visit that also included Libyan delegation meetings with the UK Foreign Office's chief economic adviser and major regional and international banks (Qatar National Bank, Bank of New York Mellon, Morgan Stanley, Arab Banking Corporation, Arab British Commercial Bank, and Turkey's İş Bank). The two governors discussed strengthening cooperation on banking, monetary policy, and financial stability, exchanging expertise on modernizing Libya's banking sector, financial inclusion (including electronic payment systems), and foreign-reserve/gold-reserve management. Bailey, who also chairs the Financial Stability Board and sits on the Bank for International Settlements board, commended the CBL's progress despite Libya's political challenges. Both sides said they would keep up regular contact to support Libya's integration into the international financial system; no quantified funding commitment was announced.
