UN Security Council: Gaza Ceasefire 'Increasingly Fragile' — 824 Palestinians Killed Since October 2025
UN Assistant Secretary-General Khaled Khiari briefed the Security Council on April 28, 2026, characterizing the Gaza ceasefire as 'increasingly fragile' and outlining an acute deterioration in humanitarian conditions. Key figures from the briefing: 824 Palestinians killed and 2,318 wounded since the October 10, 2025 ceasefire; 40 Palestinians killed in the single week of April 20–27; 1.8 million people (nearly the entire Gaza population) displaced and living in IDP conditions with collapsed essential services. Khiari noted that armed activities by both sides continued, with Israeli strikes ongoing and Palestinian armed groups maintaining a presence. Tony Blair also addressed the Council on reconstruction planning under the Board of Peace framework. The briefing occurred as WHO reported 92% of Gaza's housing has been destroyed or damaged and the OHCHR characterized the continuous displacement of civilians as amounting to 'forcible transfer' under international law.
