Grassroots Rapid-Response Networks Emerge Across Midwest as ICE Arrests Surge 30%+ in Iowa, Missouri, Kansas, Oklahoma

| ICE

KCUR (Kansas City NPR affiliate) reported on May 11, 2026 that immigrant communities across the Midwest are living in fear as ICE arrests have increased more than 30% since the Trump second term began in states including Iowa, Missouri, Kansas, Oklahoma, and Texas. Iowa alone saw over 1,500 immigrants arrested in the previous year — more than the entire three-year Biden administration combined. In response, a wave of grassroots rapid-response organizations has emerged. In Sioux City, Iowa, the Siouxland Guardians — a network of approximately 30 trained volunteers — teaches immigrants safety protocols including use of warning whistles, documentation of ICE agent conduct, and operation of community hotlines to report ICE sightings and dispatch observers. The group trains volunteers in direct observation of enforcement actions and legal rights education. The Western Illinois Dreamers (est. 2019), operating across five cities, has expanded its services to include legal case tracking, mental health support, and emergency family contact systems for individuals who fear arrest. In Oklahoma City, the Immigration Center at Western Oaks Church provides low-cost legal services and citizenship classes. Community leaders interviewed by KCUR described a pervasive climate of isolation and fear — immigrants avoiding workplaces, schools, and medical facilities — even among those with legal status who fear being swept up in enforcement operations targeting neighbors. Advocates note that the rapid enforcement expansion, combined with the May 5 closure of the Office of Immigration Detention Ombudsman (OIDO), has left affected communities with fewer formal channels to challenge potentially unlawful arrests.
