DHS Shutdown Hits Day 46 With Congress on Recess — No Deal Expected Until April 13
The DHS partial government shutdown reached approximately Day 46 on April 1, with both chambers of Congress on a two-week recess until April 13 (Senate) and April 14 (House). A bipartisan effort led by Representative Tom Suozzi was attempting to build a coalition to break the impasse, but no deal was expected before Congress reconvened. The House-passed stopgap bill fully funding all of DHS including ICE was declared 'dead on arrival' by Senate Democratic leadership. The earlier Senate bill funding DHS except ICE and CBP had been rejected by the House. ICE itself remained fully funded and operational throughout the shutdown under separate appropriations from the 'One Big Beautiful Bill Act.' The administration's stated detention target of 100,000 beds (and the formal Detention Reengineering Initiative goal of 92,600 beds by FY2026) remained active, with ICE holding approximately 70,000 in physical detention.
