Hungary Blocks New Ukraine EU Accession Cluster, Links Progress to Minority-Rights Implementation

Hungary blocked the opening of a new EU accession negotiating cluster with Ukraine — covering the internal market and competition policy — at a Council Working Party on Enlargement meeting on September 9, continuing to condition further movement on implementation of the minority-rights guarantees Kyiv agreed to over the summer. Foreign Minister Anita Orbán said progress had been made, noting that Ukraine has begun drafting new education legislation covering the Hungarian-speaking minority's linguistic and cultural rights, but that Budapest wants those commitments enacted before it lifts further blocks. Unlike Orbán's blanket vetoes, Magyar's government did not extend the block to Moldova's parallel accession track, and had already approved opening two other clusters (fundamental rights and external relations) earlier in 2026 — continuity on Hungary's minority-rights leverage even as the broader relationship with Kyiv and Brussels has warmed since the April transition.
