Hungary Formally Notifies Brussels of Rule-of-Law Remediation, Opening Path to €4.2B in Cohesion Funds

The Hungarian government sent formal written notification to the European Commission on September 9 setting out the reforms it says remedy the situation behind the EU's 2022 rule-of-law conditionality suspension, EU Budget Commissioner Piotr Serafin confirmed. A positive Commission assessment could unlock roughly €4.2 billion in blocked cohesion funding and end the €1 million-per-day coercive fine still accruing under the mechanism, as well as restore Hungarian access to Erasmus+ and Horizon Europe programs for public-interest trust-run universities. The notification follows the May 2026 Magyar–von der Leyen agreement and comes just over a week after Finance Minister Kármán confirmed Hungary met all 27 EU 'super milestones' for the separate €16.4B RRF/cohesion package. The Commission has one month to complete its assessment before referring the matter to the Council, which alone can terminate the conditionality mechanism.
