Emergency Powers Formally Lifted After 77 Days — Replaced by Parallel Framework

On June 16, 2020, Hungary's parliament voted to terminate the indefinite emergency powers granted in March, after 77 days. However, parliament simultaneously passed a new 'medical state of danger' framework that preserved substantial government decree-making authority. Critics noted the new framework still bypassed normal parliamentary procedures. Orbán's government defended the outcome as proportionate and highlighted Hungary's COVID response — including early vaccine procurement from Russia (Sputnik V) and China (Sinopharm) — as among Europe's most proactive.
