Lex CEU Passed — Targets Soros-Founded Central European University

On April 4, 2017, Hungary's parliament passed an amendment to the Higher Education Act requiring foreign universities operating in Hungary to also maintain a campus in their home country and sign a bilateral government treaty. The law was universally seen as targeting the Central European University (CEU), founded by George Soros in Budapest in 1991. The European Commission launched infringement proceedings the same month. The US State Department formally protested. CEU began contingency planning for relocation to Vienna.
