Haiti Inaugurates First Specialized Judicial Units for Mass Crimes, Sexual Violence, and Financial Accountability

On May 27, 2026, Haiti formally inaugurated two specialized judicial units in Port-au-Prince — representing the first formal accountability mechanism for atrocity crimes since the crisis began in July 2021. The first unit comprises 25 magistrates handling mass crimes, sexual violence, kidnapping, and human trafficking — categories describing the bulk of documented gang violence. The second unit handles financial crimes, corruption, embezzlement, and electoral fraud. Prime Minister Alix Didier Fils-Aimé, attending the inauguration, declared: 'The law prevails over guns.' Human rights organizations FJKL (Fondasyon Je Klere) and CARDH (Centre d'Analyse et de Recherche en Droits de l'Homme) welcomed the development but noted a critical limitation: both units' jurisdiction is confined to Port-au-Prince's Court of First Instance, excluding crimes committed in the Artibonite, Centre, Sud-Est, and other departments where the worst atrocities have occurred. The specialized units' actual operational capacity remains severely constrained by gang control of most of Port-au-Prince, intimidation of witnesses and judges, and the near-impossibility of arresting most of the accused. None of the gang leaders responsible for the Pont-Sondé massacre (October 2024), the Wharf Jérémie massacre (December 2024), or the Jean-Denis massacre (March 2026) have been arrested. The inauguration nonetheless represents a structural step toward judicial accountability — coming on the same day that gang forces were consolidating control of Chancerelles, Nan Tokyo, Nan Barozi, Delmas 2, and Delmas 4 just outside the government-held city center corridor.
