Amnesty International Warns UN Human Rights Council: Haiti Crisis Cannot Be Normalized

In the days following its March 26 oral statement (Index: AMR 36/0850/2026) at the United Nations Human Rights Council, Amnesty International's condemnation of Haiti's human rights crisis received widespread international attention. Amnesty urged the Haitian government to implement recommendations from the OHCHR March 24 report and to adopt a comprehensive child protection plan. Amnesty highlighted that child recruitment by gangs increased by 200% in 2025 and that 51 children were killed in security operations that year. The statement called on the international community to ensure the incoming Gang Suppression Force operates under a clear human rights framework. Over 1,600 schools have been shuttered nationwide, affecting 243,000 students, and 2.6 million children were estimated to require humanitarian assistance.
