Germany Formally Tables €40B NATO Ukraine Financing Mechanism for Ankara Summit
Germany formally put forward its proposal for a multilateral NATO-based Ukraine financing mechanism at the Ankara Summit preparatory track on May 24, following Foreign Minister Wadephul's introduction of the concept at the Helsingborg NATO ministerial. The mechanism would pool contributions from NATO allies outside US-directed channels to close the approximately €40B gap in Ukraine's 2026 defense financing needs remaining after the EU's €90B loan facility. Germany's 2026 defense budget commits €11.5B in direct military aid to Ukraine, making Germany Europe's largest bilateral Ukraine military supporter after the US.
