Wadephul at NATO Helsingborg Ministerial — Germany Proposes Ukraine Multilateral Financing Mechanism
German Foreign Minister Johann Wadephul traveled to Helsingborg, Sweden for the NATO Foreign Ministers meeting (May 21-22) to prepare for the July NATO Summit in Ankara. At the meeting, Wadephul formally proposed a new multilateral NATO financing mechanism to address the approximately €40B gap in Ukraine's 2026 financing needs remaining after the EU's €90B loan facility was established. The mechanism would allow NATO allies to pool Ukraine support contributions independently of the US security umbrella — reflecting Germany's broader push for European strategic autonomy. Wadephul also confirmed Germany as one of the first NATO members to formally commit to the 5% of GDP defense spending target championed by the Trump administration. Germany's 2026 defense budget stands at approximately €108B (about 2.3% GDP), with a stated target of reaching 3.5% by 2029 through the Sondervermögen special fund and structural budget increases.
