Gaza Humanitarian Access Critically Constrained; UNDP Cargo Suspension Continues, 391 UNRWA Staff Killed
As of March 29, Gaza's humanitarian situation remained critically constrained on multiple fronts. Israel's COGAT continued its suspension of all UNDP shipments following the discovery of engine oil — classified as a dual-use prohibited item — smuggled in UNDP cargo crates. UNRWA reported that 391 of its staff have been killed since October 7, 2023, the highest toll of any UN agency in any conflict in UN history. The 2026 Flash Appeal for Gaza ($4.1 billion for 3.6 million people) remained 93% unfunded. WHO data showed 46% of essential medicines out of stock and 66% of medical consumables (surgical materials) depleted. Between March 6–16, of 53 UN-coordinated humanitarian movements with Israeli authorities, 22 were facilitated, 5 impeded, 14 denied outright, and 12 cancelled. Rafah crossing, briefly reopened March 19 for limited medical evacuations, was again under access restrictions as of late March. Kerem Shalom remained the sole cargo crossing into Gaza. The Board of Peace's reconstruction fund of $17+ billion remains contingent on Hamas disarmament, creating a catch-22 where urgent humanitarian need and political conditions are interlinked.
