Revised EU Buildings Directive (EPBD) Transposition Deadline: Zero-Emission Standards Enter National Law
May 29, 2026 was the mandatory transposition deadline for EU member states to incorporate the revised Energy Performance of Buildings Directive (EPBD, Directive EU/2024/1275) into national law. The revised EPBD — adopted in 2024 — requires all new buildings to be zero-emission by 2030, mandates renovation of the 16% worst-performing non-residential buildings by 2030, and sets a target to reduce average residential building energy use by at least 16% by 2030 versus 2020 levels. The directive also strengthens minimum energy performance standards for commercial buildings and requires solar panels on all new public and commercial buildings by 2027. The old Directive 2010/31/EU is formally repealed as of May 30. Buildings account for approximately 40% of the EU's total energy consumption and 36% of CO2 emissions, making the EPBD a central pillar of the EU Green Deal's Renovation Wave.
