Bulgaria and Romania Join the EU

Bulgaria and Romania became the 26th and 27th members of the European Union. Their accession was controversial — both countries were widely regarded as not yet meeting all the Copenhagen Criteria fully, particularly on rule of law and corruption. A special 'Cooperation and Verification Mechanism' (CVM) was established to monitor post-accession judicial reforms. Their entry expanded the EU to over 490 million citizens.
