Treaty of Amsterdam — Schengen Integrated into EU Law

The Treaty of Amsterdam incorporated the Schengen acquis into EU law, expanded the EU's powers in justice and home affairs, strengthened fundamental rights provisions, and made modest reforms to EU institutions. It also introduced the concept of 'enhanced cooperation' allowing subsets of member states to deepen integration. However, it fell short of the institutional reforms many argued were needed before eastern enlargement.
