The European Single Market came into full legal force on January 1, 1993, enabling free movement of goods, services, capital, and people (the 'four freedoms') across the twelve EEC member states. The Cecchini Report had estimated the cost of 'non-Europe' at 4-6% of GDP, providing the economic rationale. The Single Market remains the EU's most significant economic achievement, encompassing over 450 million consumers.
