Palestinian Factions Convene in El-Alamein to Formulate Unified Response to Mladenov Proposal

| Egypt

Hamas, Palestinian Islamic Jihad, Fatah, and other Palestinian factions convened in El-Alamein, Egypt, on June 6, 2026, to formulate a collective response to a proposal advanced by Nikolay Mladenov, Executive Director of the 'Peace Council' international mediation initiative. Palestinian Authority President Mahmoud Abbas participated alongside factional representatives. The central sticking points remained unchanged: Palestinian factions insisted on full implementation of October 2025 ceasefire phase-one commitments before any move to phase two, and categorically rejected Hamas disarmament as a precondition to Gaza reconstruction. Hamas and Islamic Jihad maintained the position that armed resistance would not be surrendered until 'the occupation ends.' The talks represented the third formal round of mediation at El-Alamein since the October 2025 ceasefire was reached, with Egypt serving as host. Egyptian mediators from General Intelligence Service Chief Abbas Kamel's office coordinated logistics with Qatari diplomats. The assembled factions struggled to bridge the gap between the international community's demand for Hamas disarmament and Palestinian armed groups' refusal to surrender what they consider their deterrent capability.
