Territorial Policy Minister Ángel Víctor Torres said 5,321 migrants have voluntarily returned to Morocco since Aug 10 under the government's return program, with roughly 90 people abandoning international protection requests and nearly 1,000 more being registered to complete return proceedings. Ceuta president Juan Jesús Vivas disputed the government's overall numbers, maintaining around 13,000 migrants remain in the city in irregular status or in reception facilities — well above the government's lower estimates.
