Police Tell Judge Moroccan Gendarmes and Plainclothes Agents Guided the Ceuta Crossing

Spain's National Police intelligence unit (CENIF) reports to investigating judge María Tardón that the July 30-31 mass crossing was actively guided rather than spontaneous: uniformed Moroccan gendarmes gave migrants directions toward Ceuta, while plainclothes agents monitored the crowd and directed both migrants and Moroccan police officers toward the Tarajal beach access point. The report characterises the episode as a planned operation to collapse Spain's border-control capacity, with the migratory framing serving as cover — noting roughly 90% of arrivals returned to Morocco within hours. Moroccan officials publicly reiterated territorial claims over Ceuta and Melilla in the crossing's aftermath. Spain's interior ministry has since asked for a formal investigation into whether Moroccan state agents guided the entry.
