Madrid Approves €165M Emergency Package for Ceuta on One-Month Anniversary of Crisis

One month after the July 30-31 mass crossing, Spain's Council of Ministers approved a €165 million emergency recovery package for Ceuta — €80 million to be injected into the local economy over the next four months and €70 million earmarked for 2027 — on top of a separate €180 million medium-term structural recovery plan still under negotiation. Of the total, €35 million is direct aid for small and medium-sized enterprises and the self-employed, €15 million is for boosting trade and tourism, and €15 million is for strengthening education, healthcare and the justice system. Territorial Policy Minister Ángel Víctor Torres said: 'Our intention is that all of them are returned, everyone who entered between the 30th and 31st, in accordance with the law.' Roughly 5,000 of the estimated 72,000 people who entered irregularly in late July remain in Ceuta a month on.
