Brugada Presents 133 Human Rights Strategies for World Cup: 19,000 Citizens Trained, 15 Venues Shut, 19 Arrested
With 13 days to the World Cup opening match, Jefa de Gobierno Clara Brugada on May 28 presented the formal policy framework governing Mexico City's rights protections during the tournament: '133 Estrategias para el Juego Limpio, una Sociedad Justa' (133 Strategies for Fair Play, a Just Society). The policy package covers anti-discrimination in all fan zones and public spaces, LGBTTTIQ+ protection protocols, prevention of human trafficking linked to the expected 500,000+ international visitor influx, environmental protection and single-use plastics bans at events, and access guarantees for disabled attendees. The government reported concrete preliminary results: 19,000 CDMX citizens had been trained to identify and report human trafficking indicators; authorities had shuttered 15 accommodations operating irregularly without permits; and 19 individuals had been detained in connection with forced labor recruitment schemes targeting women traveling from high-risk municipalities in Oaxaca, Veracruz, and Guerrero. Human rights organizations including Fundar and Centro PRODH welcomed the framework but noted the enforcement capacity of CDMX's anti-trafficking units remains insufficient relative to the expected surge in demand for commercial sex services. The 133 strategies build on CDMX's 2017 constitution, which enshrines some of Latin America's most comprehensive LGBTTTIQ+ and gender rights provisions.
