Mérida Initiative Publicly Announced by Bush and Calderón

| Calderón (2006–2012)

The United States and Mexico formally announce the Mérida Initiative, a bilateral security cooperation package valued at $1.4 billion over three years. The initiative includes helicopters, surveillance aircraft, police training, and justice sector reform. Congress passes the enabling legislation in June 2008. Critics note the package excludes direct cash transfers to Mexico and requires human rights conditions.
