ITU AI for Good: Responsible AI Education to Address Risks to International Peace and Security
The ITU AI for Good initiative hosted a session on April 20 addressing the critical intersection of AI education and international peace and security — examining how responsible AI education and awareness can reduce risks of AI misuse by states and non-state actors. The session explored the role of AI literacy programs, ethical AI curricula, and international governance education in building a global population of AI users and developers who understand risks and apply AI responsibly. Particular attention was given to dual-use AI in the Global South, where rapid AI adoption in sectors including healthcare and agriculture occurs alongside limited institutional capacity for AI safety oversight. The session contributed to ongoing UN processes on AI governance, including follow-up to the Pact for the Future and the development of international norms for responsible AI by state and non-state actors. Education is increasingly recognized as a foundational layer of AI safety — no technical governance mechanism is sufficient without broad-based AI literacy.
