The breakdown placed the anti-Starmer bloc below the one-fifth threshold (81 nominations required to trigger a formal contest under Labour's rules) required to force a formal leadership ballot. Potential challengers named in Westminster briefings included Wes Streeting, Greater Manchester Mayor Andy Burnham (who required a by-election route back to Parliament), Foreign Secretary David Lammy, Deputy PM Angela Rayner, and Justice Secretary Shabana Mahmood.
