Russia Shells Hospital in Bilozerka, Kherson Region — Continued Targeting of Medical Facilities
On the morning of May 25, 2026 (Day 1,551), Russian forces shelled the hospital in Bilozerka, a community in Kherson Oblast on the Ukrainian-controlled right bank of the Dnipro River. The attack on a medical facility constitutes a potential war crime under international humanitarian law (Additional Protocol I to the Geneva Conventions), which prohibits attacks on hospitals and medical personnel. Kherson Oblast has faced near-constant Russian shelling from the left bank of the Dnipro since Russia's withdrawal from Kherson city in November 2022. Russia has systematically targeted civilian infrastructure — including hospitals, schools, and power stations — across Ukrainian-controlled territory. This attack continues a documented pattern: the UN has recorded hundreds of attacks on Ukrainian healthcare facilities since February 2022. Separately, 22 settlements in Kharkiv region were attacked on May 25, injuring 18 people including a 5-year-old child, and Russian drones struck targets across Sumy Oblast.
