CNH (National Strike Council) Formed
Students from UNAM, IPN, and other institutions form the Consejo Nacional de Huelga (CNH — National Strike Council), a coordinating body that becomes the organizational backbone of the movement. The CNH drafts a six-point petition to the Díaz Ordaz government demanding: dialogue, freedom for political prisoners, dissolution of the Granaderos, dismissal of police chief Luis Cueto Ramírez, indemnification of injured students, and derogation of Articles 145 and 145-bis of the Penal Code (which criminalized 'social dissolution').
