Court Sentences Chinese Immigrant Xu Chunying to 7 Years for Anti-Infiltration Act Violations

The New Taipei District Court sentenced Chinese immigrant Xu Chunying to seven years in prison on August 11, 2026, for violating Taiwan's Anti-Infiltration Act and Banking Act, along with fraud and helping Chinese nationals illegally enter Taiwan. Prosecutors said Xu and Cross-Strait Marriage Harmony Promotion Association chairman Chung Chin-ming maintained long-term contact with officials at China's Cross-Strait Marriage and Family Service Center and the Shanghai China Council for the Promotion of Peaceful National Reunification, accepting instructions to campaign and rally support for political candidates in Taiwan. Xu also allegedly helped two Chinese nationals enter Taiwan under the guise of a business exchange in October 2025, and separately handled roughly NT$28.75 million in underground currency exchanges and forged documents to fraudulently obtain NT$26.97 million in loans. She admitted to the fraud and currency charges but denied the infiltration-related charges and did not appear for sentencing. Xu is the ninth person — including elected officials and candidates — sentenced under the Anti-Infiltration Act since it was promulgated in 2020.
