Philippines Presents Extended Continental Shelf Claim Off West Palawan to UN Commission

The Philippines formally presented its partial submission on an extended continental shelf (ECS) in the West Palawan Region of the West Philippine Sea before the UN Commission on the Limits of the Continental Shelf (CLCS) in New York on July 29, 2026 — the second such ECS submission after its 2012-approved Philippine Rise claim. Led by Ambassador Enrique Manalo and the Extended Continental Shelf Technical Working Group under NAMRIA, Manila is seeking recognition of sovereign rights to seabed and subsoil resources — including oil, gas and minerals — between 200 and 350 nautical miles from its baselines. China, Vietnam, and Malaysia filed formal objections; Malaysia's note verbale said the submission "does not conform with international law, including the 1982 UNCLOS." Because the CLCS cannot adjudicate submissions where states assert unresolved maritime disputes, the claim is expected to remain in a procedural holding pattern.
