Analysts Warn ASEAN Cannot Secure South China Sea Alone as PH-China Oil Talks Loom
Security analysts and think tanks published assessments on March 25 warning that ASEAN's cooperative framework lacks enforcement mechanisms to deter Chinese maritime assertiveness in the South China Sea. The Defense Post and others highlighted that neither unilateral Philippine naval deployments nor ASEAN-led collective action can alone safeguard regional autonomy. Separately, the Philippine DFA confirmed that President Marcos' order to restart joint oil and gas talks with Beijing may be 'forthcoming,' with Foreign Secretary Lazaro acknowledging any negotiations would need to navigate constitutional restrictions on foreign resource access. China's embassy responded that its 'door is open' to talks but demanded the Philippines 'show sincerity' first. Philippine Senator JV Ejercito cautioned that even successful joint exploration would take a minimum of five years to produce oil.
