Adan Yabal Day 32 Under Al-Shabaab — SNA Counter-Offensive Fails to Launch as Political Crisis Paralyzes Military Command
Adan Yabal in Hiiraan Region entered its 32nd day under Al-Shabaab control on May 21, 2026 — the longest uncontested Al-Shabaab hold of a Hiiraan town since the 2022 SNA/Macawisley offensive. Despite President Hassan Sheikh Mohamud's April 19 emergency order for an immediate SNA counter-offensive, no ground assault had materialized as of May 21. Security analysts at Garowe Online and WardheerNews assessed that Somalia's constitutional political crisis was directly paralyzing military command and logistics coordination: senior SNA commanders and Hirshabelle State officials were occupied by the political dispute in Mogadishu; AUSSOM's Egyptian and Ugandan contingents remained in capital defensive postures; and Macawisley clan militia cohesion was weakening without federal political backing. Al-Shabaab had used the 32-day window to reinforce Adan Yabal's defensive positions and plant IED belts on approach routes, making a future SNA assault more costly. The insurgent group also maintained a presence in Moqokori (briefly seized and partially retaken in May 17 fighting) as part of a broader Hiiraan pressure campaign. Security sources cited three converging factors enabling Al-Shabaab's consolidation: the political vacuum in Mogadishu, the absence of US AFRICOM air cover for Hiiraan operations (recent AFRICOM strikes focused on ISIS-Somalia in Puntland and Al-Shabaab in Jubbaland), and the humanitarian collapse in adjacent Bay Region that Al-Shabaab was exploiting for recruitment messaging. ACLED data showed Al-Shabaab conflict events in Hiiraan at their highest monthly pace since September 2022.
