García Harfuch Leads 10th Federal Security Cabinet in Culiacán — Announces C5 Expansion, Reports 2,000+ Detained
Security Secretary Omar García Harfuch, Defense Secretary Ricardo Trevilla Trejo, and Sinaloa Governor Rubén Rocha Moya convened the 10th federal security cabinet visit to Sinaloa since October 2024 at the 9th Military Air Zone in Culiacán on April 16, 2026. Harfuch announced major milestones: more than 2,000 suspected criminals detained statewide, more than 2,000 clandestine drug laboratories destroyed, and expansion of the C5 (command, control, communications, computing, and intelligence) surveillance infrastructure into Culiacán and Mazatlán. New anti-kidnapping specialist units were also announced. Harfuch also met with local business leaders and academics to review the security strategy. The meeting took place on the same day that a joint federal operation arrested 5 Chapitos members in Escuinapa and the day after 6 violent deaths were recorded statewide — an indication of the continuing gap between macro security metrics and ground-level conditions. The repeated security cabinet visits reflect the federal government's political commitment to Sinaloa, its most complicated active security front.
