On May 17, 2026 (Day 593, Sunday), President Claudia Sheinbaum concluded the final day of her Yucatán working tour (May 15–17) with the marquee inauguration of the new Hospital General 'Dr. Agustín O'Horán' of IMSS Bienestar in Mérida — completing the federalization of Yucatán's public health network and adding the state as the 24th to integrate fully into the IMSS Bienestar universal healthcare system. KEY EVENTS: (1) IMSS BIENESTAR — 24TH STATE: With the O'Horán inauguration, Yucatán became the 24th Mexican state to join IMSS Bienestar. Starting May 18, 2026, all health services across Yucatán are free of charge. A total of 183 medical units and 8 hospitals in Yucatán were transferred to the federalized IMSS Bienestar framework — the largest single-state integration of the current administration. (2) HOSPITAL O'HORÁN: The Hospital General 'Dr. Agustín O'Horán' was described at the ceremony as the largest and most modern hospital in Latin America. It replaces and dramatically expands the previous Yucatán state hospital, serving as the premier tertiary referral facility for the entire Yucatán Peninsula's federalized health system. (3) SOVEREIGNTY ADDRESS: During the working tour, Sheinbaum delivered a sharp sovereignty speech: 'Nada ni nadie va a detener la transformación de nuestra patria' (Nothing and no one will stop the transformation of our homeland) and 'Ningún gobierno extranjero le va a arrebatar la Transformación al pueblo de México' (No foreign government will take the Transformation away from the people of Mexico) — a direct reference to ongoing tensions over U.S. sovereignty pressure, the CIA-Chihuahua scandal, and the DOJ indictment of Sinaloa Governor Rocha Moya. Yucatán Governor Joaquín Díaz Mena accompanied Sheinbaum throughout. Background: IMSS Bienestar (replacing INSABI) is the Sheinbaum administration's flagship social program providing universal free healthcare to populations outside the formal social security system — estimated at 50–60% of Mexico's population.
