JNIM Issues Broad Coalition Manifesto — Calls on FAMa Soldiers, Political Parties, and Religious Leaders to Overthrow Junta
On April 30–May 1, 2026, JNIM issued a formal political manifesto calling on 'all sincere patriots, without exception, to rise up and unite our forces in a common front' to overthrow Mali's military junta. Addressed simultaneously to political parties, elements of the national armed forces (FAMa), religious authorities, traditional leaders, and 'all components of Malian society,' the statement called for 'a peaceful and inclusive transition' — deliberately framing JNIM's armed campaign not as a jihadist territorial project but as a national liberation front against an illegitimate military government. This represents a significant evolution in JNIM's public messaging: rather than solely invoking jihad or religious war, JNIM for the first time issued a direct political manifesto targeting FAMa soldiers for defection. Security analysts characterized the manifesto as sophisticated information warfare: by addressing military personnel directly after their demonstrably low willingness to fight at Kidal, Tessit, and Labbezanga, JNIM sought to accelerate the institutional disintegration of the Malian army. International Crisis Group analysts noted that JNIM's messaging could find receptive audiences among Malians frustrated with Goïta's governance failures, even as JNIM's own record of civilian massacres, forced taxation, and supply blockades fundamentally contradicts its 'liberator' framing. The manifesto was issued the same day Russia rejected JNIM's separate demand for Africa Corps withdrawal — giving JNIM two simultaneous information operation victories: a rejected enemy withdrawal demand (demonstrating leverage) and a political manifesto (demonstrating political ambition). The junta did not respond directly to the manifesto's contents.
