AES Signs Landmark Aviation Pact — Mali, Burkina Faso, Niger to Launch Common Regional Airline as Sovereignty Symbol
Mali, Burkina Faso, and Niger signed a landmark aviation framework agreement on April 22, 2026 at the 3rd Civil Aviation Days of the Alliance of Sahel States in Niamey, formally committing to establish a common AES regional airline. The accord was signed by Niger's aviation minister Colonel Major Abdourahamane Amadou, Mali's aviation minister Mme. Dembélé Madina Sissoko, and Burkina Faso's representative Mme. Kiswendsida Alice Ouedraogo. Key elements of the agreement include: creation of a shared regional airline, pooling of aircraft maintenance resources and personnel training, bulk purchasing of equipment, and establishment of a joint accident investigation bureau. Niger's aviation minister characterized the agreement as 'a historic step' and 'a symbol of unity,' emphasizing that 'aviation is well more than transport; it represents our sovereignty, integration, and development.' The AES aviation pact carries strategic significance beyond transportation economics: the three landlocked AES states have been heavily dependent on French-sphere aviation hubs (Abidjan, Dakar) and external carriers for regional connectivity. A jointly-owned airline reduces this dependency, fits the AES's broader sovereignty agenda, and creates new economic infrastructure not subject to French influence or ECOWAS pressure. The announcement was made in the same week as Russia's invitation to AES leaders for the third Russia-Africa Summit (October 28–29, 2026, Moscow), the AES Confederation's expanded 15,000-strong Unified Force announcement, and the JNIM-related Bamako-Accra logistics corridor MOU — suggesting a deliberate pattern of AES economic and security self-sufficiency institution-building in April 2026. Burkina Faso has also separately reacquired full ownership of Air Burkina from the Aga Khan Fund for Economic Development, framing it as an act of economic sovereignty.
