Two of Three Russian Diesel Cargoes Bound for US Divert, Clouding Export-Quota Deal

|Russia Fuel Crisis

Per Kpler analysis reported by the Financial Times and The Moscow Times, two of the three Russian diesel cargoes headed to the US have changed destination (Leruo signalling Brazil, Talisman to the Mediterranean); the third, Agioi Fanendes, is expected to follow. US buyers declined the cargoes under legal threats from state and federal officials. The cargoes were the first under the diesel arrangement for which Russia loosened its producer export ban via quotas (about 2 million tonnes reported for November).
