Kirishi (KINEF) refinery confirmed at zero output — Russia's second-largest refinery fully offline

Russia's Kirishi (KINEF) oil refinery, the country's second-largest by capacity, has completely halted crude processing, industry sources said, after the Aug 30 drone strike damaged its two still-functioning units. The strike hit the AVT-6 unit (22,860 tonnes/day, ~40% of capacity) and the AT-1 unit (4,860 tonnes/day, ~8% of capacity); the refinery's other two primary units, AT-6 and AVT-2 — together accounting for the remaining 52% of capacity — were already offline for repairs from earlier March and May strikes, leaving the 20-million-tonne-a-year plant with no functioning capacity at all. KINEF, operated by Surgutneftegas, is the largest fuel supplier to St. Petersburg and northwestern Russia and normally accounts for roughly 7% of Russia's total refining output, producing about 2 million tonnes of gasoline and 7 million tonnes of diesel annually. This is the refinery's third major shutdown of 2026.
